Honourable Salisu Zakari Ningi was born on April 4th, 1969 in his hometown of Ningi Town in Ningi Local Government Area of Bauchi State, Nigeria. He is a businessman and politician who currently serves as a lawmaker representing Ningi/Warji Constituency at the Federal House of Representatives.

Hon. Zakari attended Ningi East Primary School from 1974 to 1980. He immediately proceeded to Goverment Secondary School Burra and graduated with a West African Senior Certificate (WASC) in 1985. He obtained a National Diploma in Marketing from the University of Jos in 1995. He also proceeded to Abubakar Tafawa Balewa University (ATBU) Bauchi and graduated with a Second Class lower degree in Business Management (B. Tech) in 2010. He also earned a Master's Degree (MSc.) from the University of Abuja.
Hon. Zakari worked with the Military Police from January 1st, 1988 to November 11th, 1992. From 2001 to 2007, he was a Classroom Teacher at Government Day Secondary School Yelwan Tudun Bauchi where he taught Business Studies and Commerce. He left the job and joined politics in 2007.
In 2008, Hon. Zakari contested and won the General Election and represented Ningi/Warji Federal Constituency but later lost the seat in a court of Appeal ruling in Jos, 2008. He was appointed Commissioner for Youth and Sports in 2008 to 2010 and subsequently a Special Adviser on Tourism to the Governor of Bauchi State in 2011. In 2015, he contested and won the General Elections to represent Ningi/Warji Federal Constituency in the House of Representatives, National Assembly in Abuja, Nigeria. He serves the Youth and Banking & Currency committees. His legislative interests include raising motions and supporting bills of national interest.
In 2018, he earned a Master's degree in Economic Development from Harvard University Cambridge, Massachusetts in the United States of America. He has a foundation called Salisiyya Foundation which seeks to provide medical aid to those most in need regardless of their race, religion, or political affiliation, investigation into their problems, and further education of those who deserve.
Hon. Zakari is a devote Muslim. He is also married and blessed with children.
