Honourable Lawal obtained The General Certificate of Education (GCE) in 1981 from the Government Secondary School Yola. In 1987 he obtained a Bachelor of Laws degree (LLB) from Ahmadu Bello University, Zaria. In 1996, he obtained an MBA in Business Administration from the University of Maiduguri, Borno State.

Honourable Lawal began legal practice in 1989 and worked as a State Council until 1991. From 1991 to 1993 he worked in the company sector as a legal adviser. He ventured into the banking sector and worked there from 1993 to 2005. In 2005, he earned a Master's degree in law (LLM) from the University of Maiduguri, Borno State. From 2005 to 2007, he worked at Sigma Pension Limited. He was Managing Director of Mortgage Primary Bank from 2007 to 2010. From 2009 to 2014, he was the Chairman/CEO of Estate Development.

Honourable Abubakar was in 2015 elected under the platform of the All Progressive Congress (APC) to represent Yola North/Yola South/Girei Federal Constituency at the Federal House of Representative. He is a member of the constituency outreach committee. His legislative interests include mass housing development, banking, judiciary, maritime transport, pension and internal affairs.
