Honourable Emmanuel Isaac Ukoete was born on June 23rd, 1974. He hails from the Ibibio Efik tribe of Oruk Anam Local Government Area in Akwa Ibom State, Nigeria. He is a journalist and politician who currently serves as a member of the Federal House of Representatives representing Ukanafun/Oruk anam Federal Constituency.

Honourable Ukoete began his education at Bishop Clerk's Primary School from 1977 to 1982. Thereafter, he moved to Queen of Apostle Serminary Afaha Obongs, Abak from 1983 and earned his O'level in 1988. He thereafter obtained a BSc in International Studies from the University of Uyo, Akwa Ibom State. He also studied journalism at the International Institute of Journalism from 2007 to 2009.
Honourable Ukoete had a career in journalism before joining politics. He served as a special assistant to the Governor of Akwa Ibom State on environment. He also served as the Youth Leader of the People’s Democratic Party (PDP) in Akwa Ibom State and the General Manager of Akwa Ibom Taxi Company.
In 2011 he was elected under the platform of PDP to represent Ukanafun/Oruk anam Federal Constituency at the Federal House of Representatives. While in the House, he has served in the following capacities:
Honourable Ukoete's legislative interests include custom & excise duties, drug law enforcement and army & defense. He hops to help in framing robust laws to strengthen the polity. In February 2017, he left the People's Democratic Party (PDP) for the All Progressive Congress (APC).
