Hon Usman attended Katsina Teacher's College where he obtained the Grade II Certificate in 1977. He studied education and history at Ahmadu Bello University, Zaria and obtained a Bachelor’s of Arts degree in 1986. In 1991 he obtained a Master's degree in History from Ahmadu Bello University, Zaria.

Hon Usman began his career as a class teacher. He was also an education administrator and personnel manager. As a politician he worked as a local government administrator and subsquently commissioner of education in Kaduna State. In 2015 he was elected under the platform of the All Progressive Congress (APC) to represent Markafi/Kudan Federal Constituency at the National Assembly. His legislative interest is in education, federal character and agriculture. He is a member of the Healthcare Services Committee.
