Osondu Chidubem Nwokoro was born on April 7th, 1967 in Port Harcourt, Rivers State, Nigeria. His parents are Tom Nwokoro, a Nigerian Ports Authority worker and Stella Nwokoro, a Matron. He is a businessman, lawyer, industrialist and Director of Regulatory Affairs at Bharti Airtel Nigeria Limited.

In 1983, Osondu gained admission into the University of Calabar, Cross River State. He studied law and graduated with LL.B (Hons) in 1987. Thereafter, he attended the Nigeria Law School and was called to bar in 1988. He obtained a Master's of Law degree from the University of Lagos in 1991. He also obtained a certificate in Utility Regulation and Strategy from the University of Florida in 1998.
Nwokoro has been in the regulation of telecommunications since 1996. He was a key member of the Legal team at the Nigerian Communications Commission up till March, 2002, variously as Principal Manager/Head of License Documentation and Interim Adviser to the CEO on compliance. In these capacities, was involved in the conception and drafting of the foundational instruments for the regulation of the Nigerian telecommunications industry - Licenses, Policies, Regulations and Legislation, as well as the co-ordination of the Nigerian GSM License Auction and Award Exercise of 2001. From April 2002, he has been as in-house Regulatory Compliance/Government Liaison Manager by one of the GSM operating companies in Nigeria.
Nwokoro manages regulatory affairs and relationships with government and other telecommunications industry stakeholders for Airtel Nigeria. He joined Airtel (then Celtel Nigeria Limited) about 12 years ago. He began as the Head of the Department of Regulatory Affairs. He served in that capacity from October 2006 to March 2008. In April 2008, he was appointed the company's Director of Regulatory Affairs. He is also a Director of External Affairs at NatCom Development & Investment Limited.
In 2006, Nwokoro obtained an AMP from Lagos Business School. He also obtained a GMP a year later from Wits Business School in South Africa. He has broad experience spanning over 15 years in the industry, having previously been at the Nigerian Communications Commission, where he was very actively involved in developing the foundational policy and regulatory instruments for the industry. He is a regular commentator on telecommunications trends in Nigeria and is highly referenced in that regard.
Osondu Nwokoro is married to Miriam Nwokoro, a Paul Bradford cake decorator and facilitator of the flagship Lekki-Ajah international Cake Fair. They are blessed with three children and live in Lagos.
