Hon O. Pally Isumafe Iriase was born on January 19th, 1955. He is an indigene of Owan East Local Government Area of Edo State, Nigeria.

Hon. Pally had his secondary education at Anglican Grammar School Otuo from where he graduated with the West African Senior School Certificate (WASC). He thereafter attended the prestigious University of Nigeria, Nsukka (UNN) and graduated with a Bachelor's degree in 1982. In 1988, he obtained a Master's degree in Accounting from the University of Lagos.
Hon Pally has held several Positions in basically almost all spheres. He was the Principal Internal Auditor at Bendel State University (1982 to 1992) and Area Controller of Omega Bank (1995 to 1998).
In 1999, he was elected as a member, Edo State House of Assembly where he served simultaneously as the Deputy Speaker. In 2003, he was elected Chairman of Owan East Local Government Area. He served as the Chairman, Association of Local Governments of Nigeria (ALGON) - Edo State Chapter from 2003 to 2007 and later on Vice President, ALGON, Nigeria. He was appointed Secretary to Edo State Government in 2008 and served in that capacity until 2011.
In 2011, Hon Pally was elected into the Federal House of Representatives to represent Owan East/West Constituency. During that period, he served in the following committees; Housing, Niger Delta, Federal Character, Banking & Currency, Finance, and Public Accounts. He was also the Vice Chairman at the Constituency Outreach Committee.
He was re-elected in 2015 under the platform of the All Progressives Congress (APC) for a second term. He hopes to legislate for rapid development and oversight activism.
