Hon Muktar attended Idi Primary School where he obtained the First School Leaving Certificate (FSLC). He proceeded to the Farm Training Centre to study fishery. He also obtained a Higher National Diploma (HND) in 1982 from The Federal College of Fisheries and Marine Technology, Victoria Island, Lagos State.

Hon Muktar worked at Hadjia Jamma'ar River Basin Development Authority. He is an expert in international business ventures. He attended Thomas Valley University in 2004 and obtained a certificate in legislative practice. He also attended the Management Institute in Switzerland and obtained a certificate in good governance in agriculture.

As a politician, Hon Muktar served as Chairman at Kura Local Government Area from 1999 to 2003. In 2007 he was elected into the Kano State House of Assembly where he was until 2011. In 2011 he was elected to represent Kura/Madobi/Garun Malam Federal Constituency at the Federal House of Representatives. Until 2015, he served on various House Committees such as Population, Aviation, Women in Parliament, Army, Rural Development, and Agricultural Production & Services.

In 2015 he was elected for a second term in the House under the platform of the All Progressive Congress. He is the Vice-Chairman at Agricultural Production and Services Committee. His legislative interest is in poverty reduction and wealth redistribution.
