The National Institute of Water Resources (NIWR) began in October 1979 to operate as a project under the Federal Department of Water Resources. Later it was legally established through the enactment of the "National Water Resources Institute" (NWRI) Decree No. 3 of March 2nd, 1985. Currently, National Water Resources Institute Act, Cap No. 83, Laws of the Federation of Nigeria, 2004.4.

The National Water Resources Institute started in 1963 when the Hydrological Technical Committee generated a national awareness. A central institute was then established to manage water resources problem. Problems include salinity effects, flooding. The committee held its first meeting on 17th October, 1977. NWRI was established in October 1979 as a project under the Federal Department of Water Resources.

It was later legally established through the enactment of the "National Water Resources Institute" (NWRI) Decree No. 3 of March 2nd, 1985 currently as National Water Resources Institute Act, Cap No. 83, Laws of the Federation of Nigeria, 2004.
