Tonye Briggs-Oniyide was born on June 28th in Port Harcourt, Rivers state, Nigeria into a family from Akuku-Toru local government area of the state. She is currently a commissioner in Rivers state where she is in-charge of the Ministry of Culture and Tourism.

Tonye grew up in Port Harcourt where she had her primary, secondary and tertiary education. She studied at the University of Port Harcourt, where she obtained a Bachelor's degree in Biochemistry.
Tonye has spent a great part of her career working for the government. In August 2013, she began representing Rivers state as a member of the Federal Character Commission. On December 18th, 2015, she succeeded Nnabuihe Imegwu in Governor Nyesom Wike's cabinet, serving as the Rivers state commissioner of Culture and Tourism. In 2016, she hosted the African Movies Awards for the first time in the state.
