Hon. Jika Dauda Haliru was born in 1976 in Bauchi, Bauchi State, Nigeria. He is an engineer, businessman and politician. He has served as the Speaker of Bauchi State House of Assembly and currently represents Darazo/Ganjuwa Constituency in the Federal House of Representatives.

In 1999, Hon. Jika obtained the West African Senior Certificate (WASC) from Sardauna Memorial College in Kaduna, Kaduna State. He thereafter obtained a National Diploma in Civil Engineering from the Kaduna Polytechnic in 2003.
Hon. Jika served two terms as a member of the Bauchi State House of Assembly from 2007 to 2011. During this period he was also the Speaker of the Bauchi State Hous of Assembly. He was also chairman of the selection/establishment committee and chairman transition committee for works and rural development.
