Hon. Jephthah Foingha was born on March 24th, 1956. He is an indigene of Brass Local Government Area of Bayelsa State, Nigeria. He is a politician and lawmaker who currently represents Brass/Nembe Federal Constituency in the Federal House of Representatives.

Hon. Jephthah grew up in Nembe, Bayelsa State where he attended Nembe National Grammar School and graduated in 1976 with West African Senior Certificate (WASC). In 1995 he earned a Bachelor's degree in Political Science from the University of Port Harcourt, Rivers State. He also obtained a Master's degree in Political Science in 2003 from the University of Port Harcourt, Rivers State.
Hon. Jephthah served in the Bayelsa State House of Assembly under the platform of the People's Democratic Party (PDP) from 1999 to 2007. During this period, he doubled as the Deputy Speaker of the House. In 2009, he served as the Chairman at Senior Secondary Schools Board in Bayelsa State.
In 2011, he was elected into the Federal House of Representatives to represent Brass/Nembe Constituency. As a member of the PDP he won a re-election into the House in 2015. He currently serves in the following committees; National Planning and Economic Development, Petroleum Resources (Down Stream), Agricultural Production and Services, Land Transport, Sports and Federal Capital Territory. His legislative interests include human resources development and education.

In December 2017, Hon. Jephthah was nominated for the Bayelsa Merit Awards in the Bayelsa House of Reps Member of the Year Category.
