Hon Yusuf obtained a Grade II certificate from the Dutse Teacher's College in 1981. In 2004 he obtained a higher diploma from Abubakar Tafawa Balewa University in Bauchi.

Hon Yusuf began his career as a teacher before moving into politics. He was elected into the Jigawa House of Assembly in 1997. From 2000 to 2001 he was an adviser to the Jigawa State Governor and a Commissioner of Special Duties in the state from 2002 to 2003. In 2003 he was elected to represent Jahun/Miga Federal Constituency at the National Assembly.

He was re-elected in 2015 under the platform of the All Progressive Congress (APC). He is a member of the HIV/Aids, Tuberculosis and Malaria Control Committee.
