The Heads of State of ECOWAS at their meeting in 1982 in Conakry adopted a declaration that a body to be called the Energy Commission of each member state should be established and be charged with the responsibility of coordinating and supervising all energy functions and activities within each member state.
These Energy Commissions are expected to link up with the African Energy Commission on behalf of their respective countries. Virtually all countries of the world, both developed and developing, have adopted the mechanism of a National Energy Commission located in the office of the President and under direct presidential control in order to effectively address the energy economy interactions and in recognition of the sensitivity of national security to energy issues.
Largely based on the above considerations, the Energy Commission of Nigeria (ECN) was established in 1988 with the statutory mandate for the strategic planning and coordination of national policies in the field of energy in all its ramification. With its specialized functions, along with the necessary internal and external as well as national and international support relationships, the ECN is the apex government organ for the formulation of the most appropriate energy planning frameworks on the one hand, as well as monitoring and evaluation of their implementation, on the other.
The Energy Commission is now aggressively pursuing national energy initiatives and actions through the development of appropriate measures to provide real answers to our energy and development challenges. The National Energy Policy has now been finally approved. Projects and programmes have been designed to meet short, medium and long-term development objectives with particular attention paid to priority issues and options to be addressed in the diversification of our energy resource base and the provision of clean, reliable and affordable energy for sustainable development.
