Dakingari's early Education was at Sokoto State College of Arts and Science between 1979 and 1981. After his secondary school, he proceeded to Ahmadu Bello University, Zaria where he studied Geography and graduated in 1984.

Dakingari worked at Sokoto State Ministry of Works and Housing. In 1985, Sa’idu Usman Nasamu Dakingari got employment with the Nigerian Customs Service as Superintendent of Customs. In the year 2007, h contested for the position of the governor of Kebbi Sate and won the election. He was sworn in as the Governor of Kebbi State on May 29th, 2007 and for a second tenure on May 29th, 2011. However, on February 24th, 2012 the Supreme Court upheld a ruling by the Kebbi State Governorship Election Petition Tribunal that nullified his election, and ordered a fresh election within 90 days. He was elected again on 31th March and took office on 2nd April. He was succeeded by Abubakar Atiku Bagudu in 2015.

In December 2017, the ex-Governor. his deputy, Alhaji Ibrahim Aliyu and 12 other top members of the Peoples Democratic Party (PDP) in Kebbi state defected to the ruling All Progressive Congress (APC).

A devote Muslim, Dakingari is married to three wives; Asmau, Zubaidah and Zainab, a daughter of Late President Umaru Yar'Adua.

In October 2015, The Economic and Financial Crimes Commission, EFCC, has arrested Dakingari, over allegations that he laundered N3.8billion from the state while in office. The anti-graft agency had earlier arrested Dakingari’s wife, Zainab, who was reportedly accused of laundering N2billion under her husband.
