Hon Garba attended Marmara Primary School in Sabon Gari and graduated in 1974 with the First School Leaving Certificate (FSLC). He proceeded to Abdul Aziz Atta Memorial College Okene, Kogi State and obtained the West African School Certificate (WASC) in 1980. He enrolled at the Bayero University Kano in 1987 and obtained a Bachelor's degree in geology in 1993. He obtained a Master's degree in 2002 from Ahmadu Bello University, Zaria.

Hon Garba worked as an assistant lecturer at the Nigerian Defense Academy, Kaduna State, from 1993 to 1998. From 1998 to 2002 he was a sales manager at Premier Seeds Ltd.

In 2003 he was elected into the Kaduna State House of Assembly. He served at the State House until 2007 when he was elected into the House of Representatives as member representing Sabon Gari Federal Constituency. He was re-elected in 2011 during which he also served as the House Majority Whip until 2015. In 2015 he was re-elected under the platform of the All Progressive Congress (APC). He is a member of the House Committee on Solid Minerals. His legislative interests lie in criminal justice, money bills and environmental legislation.
