Hon Bala attended Government Secondary Commercial School (GSCS), Wudil, Kano State and obtained the General Certificate of Examination (GCE) in 1986. He had his tertiary education at Bayero University Kano and obtained a Bachelor’s degree in 1990. He had his Master's degree in Software Development at Coventry University, UK and graduated in 2003. He also obtained an MBA in Corporate Finance in 2009 from the Dundee Business School in Scotland, UK.

From 2011 to 2015, he was a member of several House committees such as Navy, Finance, Banking & Currency, Pension, Special Duties, and Diaspora Matters. He was also the Vice Chairman at Science & Technology Committee. He was r-elected in 2015 under the platform of the All Progressive Congress (APC). He is the Chairman at Housing, and Appropriation Committees.
