Hon Arabo attended Government College Fadan-Kaje Zankuwa, Kaduna State and graduated with a General Certificate of Education (GCE) in 1981. He proceeded Ahmadu Bello University Zaria, Kaduna State where he studied Law and graduated in 1985 with a Bachelor's degree (LL.B). He thereafter attended the Nigerian Law School in Victoria Island, Lagos and was called to bar in 1986.

Hon Arabo worked as a lawyer in the private sector from 1988 to 2011. He was also a state council prior to joining politics.

In 2011 he was elected under the platform of the People's Democratic Party (PDP) to represent Kauru Federal Constituency at the National Assembly. He was re-elected in 2015. He is a member of the Delegated Legislation Committee in the House. His legislative interest is in education, human rights, and to align the statues to current realities.
