Hon. Ibrahim attended Government Secondary School in Malumfashi, Katsina State. He obtained a General Certificate of Examination (GCE) in 1983. He proceeded to the Kaduna State Polytechnic to study Business Administration. He graduated with a Higher National Diploma (HND) in 1990. In 2000 he obtained an MBA from the Bayero University, Kano.

Hon Ibrahim was elected into the green chamber of the National Assembly in 2011. He represents Malumfashi and Kafur Federal Constituency. From 2011 to 2015, he served in the following House committees; Sports, Information & National Orientation, Ethics & Values, Government Affairs, Works, Poverty Alleviation, Industry, and Civil Societies and Development Partners.

In 2015 he was re-elected for a second term under the platform of the All Progressives Congress (APC). He is currently the Chairman of the House Finance Committee.
